Wealthy Donated Less but Volunteered More in 2011 - NYTimes.com

The ?1 percent? have taken some lumps over the last year or so. But despite a dip in overall philanthropic giving, the majority of the wealthy donated a consistent proportion of their income to charity last year, a new study finds.

Ninety-five percent of wealthy households donated to charity last year, according to the 2012 Bank of America Study of High Net Worth Philanthropy. That is down from 98 percent in 2009, in a previous version of the study. (About 65 percent of the general population of United States households donate to charity, the study said.)

But the wealthy still gave roughly 9 percent of their incomes ? about the same level as in 2009, the study found. Given the recent recession, that level of giving shows an ?extraordinary? commitment to philanthropy, said Claire Costello, philanthropic practice executive for U.S. Trust, Bank of America Private Wealth Management. The average dollar amount given per household fell 7 percent, to $52,770 from $56,621, adjusted for inflation.

The study also showed an uptick in volunteering among the wealthy, suggesting that the affluent may have compensated for lower dollar donations by giving more of their time. In 2011, 89 percent of wealthy individuals volunteered with nonprofits, up from 79 percent in 2009.

The study was done in partnership with the Center on Philanthropy at Indiana University. The results are based on a nationwide sample of 700 households with net worths of $1 million or more, excluding the value of their homes, or annual household incomes of $200,000 or more.

About a quarter of wealthy households plan to increase their giving over the next three to five years, and about half said they planned to give at the same level, the study found.

Kuwaitis protest after activist held for insulting emir

KUWAIT (Reuters) - Kuwaiti police used teargas and smoke bombs on Wednesday to disperse thousands of protesters marching on a prison where an opposition leader is being held on charges of insulting the emir, witnesses said.

The unrest comes amid rising tension caused by changes to the election law which the opposition had condemned as an attempt to give pro-government candidates an advantage in parliamentary elections on December 1. The opposition are boycotting the poll.

Defense lawyers said on Wednesday prosecutors had charged Musallam al-Barrack on three counts related to a speech in which he made critical remarks about the 83-year-old emir, and ordered him held for 10 days pending further questioning.

Thousands later marched towards the prison demanding Barrak's release. Some carried a poster showing Barrak behind bars. "Set free the conscience of the nation, Musallam al-Barrak," a caption read.

Police ordered the crowd to disperse and then used teargas and smoke bombs.

Although Kuwait has avoided the upheavals seen in other Arab nations last year, tensions have escalated in parliament between the majority opposition bloc, made up of Islamists and tribal figures, and the cabinet, dominated by the al-Sabah family.

The Interior Ministry said security forces dispersed rioters who had blocked streets and assaulted police with stones and bottles, according to a statement carried by the state news agency KUNA.

It said members of special forces also were charged by drivers who tried to run them over, injuring five in two separate incidents. The ministry said it made some arrests and warned further protests would be dealt with harshly.

There were further reports of further violence said to have been caused by security forces trying to storm an area outside Kuwait city, where members of Barrak's al-Mutair tribe live, but it was not immediately possible to verify the reports.

Police on Tuesday blocked a crowd of 1,500 people who tried to hold a protest in solidarity with Barrak at the Palace of Justice, forcing the demonstrators to move to a square near the parliament building.

"AUTOCRATIC RULE"

Barrak, an outspoken former member of parliament, was picked up from his home on Monday, two weeks after an opposition rally at which he made rare critical remarks about the emir, Sheikh Sabah al-Ahmad al-Sabah. At the rally, Barrak had appealed to Sheikh Sabah to avoid "autocratic rule".

Prosecutors have charged him with encroaching on the pillars of the emirate, insulting the emir and infringing his authority, said a defense lawyer who asked not to be named.

He said prosecutors had ordered Barrak held for 10 days pending investigation and transferred him to the central prison.

Kuwait allows more free speech than some of its neighbors, but the constitution says the emir is "immune and inviolable". Insulting him carries a penalty of up to five years in jail.

Three other former lawmakers were earlier detained on similar charges, questioned and freed on bail pending trial, scheduled to start on November 13.

ELECTION BOYCOTT

When the emir ordered changes to electoral rules, the opposition announced a boycott of the election and organized one of the biggest protests in Kuwait's recent history, bringing tens of thousands onto the streets.

At least 29 people and 11 policemen were wounded at the October 21 demonstration, which security forces tried to break up with teargas and stun grenades. Police also detained more than 15 people, most of whom were later freed, activists said.

The government has since banned gatherings of more than 20 people and pushed ahead with preparations for the election.

The Information Minister told a news conference that candidate registration began on Wednesday under new rules that allow each voter to pick one candidate instead of four, as previously.

The minister said that under the changes, which also include setting up an election commission, each candidate will get a slot to discuss his or her platform on state television.

Kuwait has a more open political system than other Gulf states, allowing some parliamentary scrutiny over government decisions. But the emir retains most levers of power, including appointing the prime minister and dissolving parliament.

Kuwaiti lawyer and opposition activist Mohammed Abdulqader al-Jassem said Saudi Arabia and the United Arab Emirates, which jointly intervened last year to help Bahrain quell unrest led by its Shi'ite majority, should stay out of Kuwait's affairs.

"If Kuwait's 'democracy' failed to move to your countries over the past five decades, the movement for change, marches and demonstrations and protests may be easier, and it will not take a long time," he wrote on his website in a message to Saudi King Abdullah and UAE Crown Prince Sheikh Mohammed bin Zayed.

His posting won a swift rebuke from the Foreign Ministry, which called it "unacceptable interference" in the affairs of the two neighbors and said it went against Kuwait's interests.

PepsiCo's profit dips amid turnaround push

(AP) ? PepsiCo Inc. says its net income dipped 5 percent in the third quarter, as the food and beverage maker continued to pour more money into marketing to bolster its flagship brands.

The Purchase, N.Y.-based company, which makes Tropicana juice, Frito-Lay snacks and Quaker Oats, stood by its guidance for the year, however, and profit came in above Wall Street expectations.

Global sales volume of snacks rose 6 percent, while sales volume for beverages rose 3 percent.

As part of a turnaround push that began this year, PepsiCo is working to raise the stature of its key brands, such as its namesake cola and Gatorade sports drink. The company is betting that this will help cultivate customer loyalty and make the products more resilient to competition and price hikes.

When excluding the impact of unfavorable currency exchange rates and other structural changes, the company said its revenue rose by 5 percent in the quarter. The increase reflected a 1 percent jump in sales volume and 4 percent bump in pricing.

The company's core operating profit declined 8 percent, reflecting higher costs for ingredients, increased advertising and marketing and higher pension expenses.

For the period ended Sept. 8, PepsiCo says it earned $1.9 billion, or $1.21 per share. That's compared with $2 billion, or $1.25 per share, a year ago. Earnings from core operations were $1.20 per share, better than the $1.16 per share analysts expected.

Total revenue fell 5 percent to $16.65 billion, partly because of unfavorable currency exchange rates and the refranchising of its business in China and Mexico. That means that revenue in those countries is now recorded by PepsiCo's local partners.

Analysts expected revenue of $16.96 billion.

Researchers hoping to overcome shortcomings in nuclear, biological, chemical weapons safety documents

A command doctrine used by the US military and NATO designed to warn personnel of Nuclear, Chemical and Biological (NBC) hazards could be overly conservative and degrade war fighting effectiveness or, under certain conditions, risk lives because it is susceptible to changes in wind direction and speed that happen in periods shorter than its two-hourly updates.

Writing in the International Journal of Environmental Pollution, Nathan Platt and Leo Jones of the Institute for Defense Analyses, in Alexandria, Virginia explain how "Allied Tactical Publication-45(C)" relies on two-hourly updates to create an area warning map showing where NBC risks are apparent. Abrupt changes in wind speed, they say, could lead to significant false negatives or false positives for a given hazard area. The team has now developed a methodology using a transport and dispersion (T&D) model that could alleviate this problem by factoring in changes in wind.

The researchers explain that ATP-45(C) provides military personnel and commands with a warning area constructed using a set of circles and triangles, the geometric parameters of which (e.g., length and type) are generated based on wind speed and direction, magnitude and type of chemical attack and whether or not the chemical agent is considered persistent. The templates are updated at two-hourly intervals and thus do not account for variations of wind speed and direction, that occur on timescales shorter than two hours. Such a shortcoming could lead to incorrect orientation of the "triangle" template. Moreover, Platt and Jones point out that an abrupt change in the template from "circle" to "triangle" around the 10 km/h speed can distort the warning area to the detriment of at-risk military personnel.

The team's modeling approach advocates using a T&D model that can produce a time-dependent warning area in shorter than two-hour time increments, consistently handle risk, and depending on the T&D model's capabilities, could utilize additional local meteorological and terrain information. The team suggests that using a T&D model could supplement the ATP-45 hazard template in either fixed duration warning area for varying uncertainty in wind direction or for snapshots of the warning area for predetermined times and uncertainty in wind direction and/or speed.

However, "if these suggestions on the use of a T&D model to supplement ATP-45 hazard area templates are to be contemplated, then the actual values to be used require further analyses and concurrence within the Chemical and Biological Defense (CBD) community," the researchers conclude.

RG3, Luck & Co. may force teams, pundits to re-think expectations for new signal callers

The 2012 NFL season will be remembered for many things, but one of the most interesting stories is the progression of the rookie quarterbacks.

This could be the year the book was rewritten on rookie expectations. The fearless five starters are still healthy and holding onto their jobs as we head into Week 7, an encouraging sign.

There has never been a season in the modern era (since 1950) where five rookie quarterbacks started in Week 1, but that was the case with Andrew Luck, Robert Griffin III, Ryan Tannehill, Brandon Weeden, and Russell Wilson.

Only Wilson ? go figure, the only one who was a third-round pick ? has led his team to a winning record (4-2), but he has the best defense and plays in the league's most run-heavy offense. Part of what makes this group stand out historically is the way they have been relied upon so heavily and quickly in their careers.

When you look at all rookie quarterbacks since 1960 through their first six games, these five from 2012 are among the most prolific ever.

While Cam Newton had a record 1,847 passing yards at this point last season, there are three 2012 rookies who rank 2-4. Wilson may lack the yards, but he is the only rookie quarterback since 1960 with eight touchdown passes through six games.

Each rookie is managing a very different situation this season, and some have enjoyed more help than others so far.

Andrew Luck, Colts (2-3)
The most impressive part about Luck is his ability to take everything the coaches give him and effectively run the offense like a veteran. It is easy to see why he was such a highly-respected prospect out of Stanford.

Luck has been excellent in two-minute drills and running the hurry-up offense. The Colts ran a team-record 89 offensive snaps in their 30-27 comeback win from a 21-3 deficit against Green Bay.

He is very effective out of the shotgun, has been incredible at avoiding sacks and scrambling for first downs on key third downs, and had a three-game stretch where he led the team to a go-ahead score in the final 60 seconds of each game.

Luck has already thrown for over 300 yards in three of the five games; one more would tie Peyton Manning?s rookie record. He had 280 yards at the Jets in Week 6, though it was his worst game of the season.

The Colts run a lot of vertical routes and the running backs have just nine catches on the season. Luck is getting almost no yards after the catch from his receivers, as everything has been tightly contested and tackles are being made right as the Colts catch passes. Reggie Wayne has been a huge help and he is having a great season for Luck, but the young receivers are struggling to get open.

Concerns going forward are that the coaches ? that being interim coach Bruce Arians as Chuck Pagano battles leukemia ? may be putting too much responsibility on Luck. He is on pace for 803 drop backs this season, which would easily be a NFL record.

Some more screens, more play action (easier plays) could help Luck, as right now the running game has not been great and the offense is too fixated on wide receivers.

Playing with such an inexperienced team, the two road games have been the toughest (at Chicago and the Jets), and Luck has been pressing in each after getting behind early. Compared to the other rookies, Luck has faced the toughest set of defenses.

There will of course continue to be growing pains, but the future looks bright in Indianapolis.

Robert Griffin III, Redskins (3-3)
The quarterback known as RGIII is off to a hot start in what could be a historic season. It began with that big performance in New Orleans to start the season: 19-of-26 for 320 yards, 2 TD, 0 INT, and a 139.9 passer rating.

Of course the Saints look like hot garbage on defense this season, but it was one of the all-time debut games. Griffin has only been intercepted twice on 161 pass attempts this season. He may only have five passing touchdowns, but has already rushed for six.

Cam Newton received a lot of buzz for his dual-threat ability last season, but so far Griffin has been a more efficient passer and even more effective runner.

Through just six games Griffin has rushed 55 times for 379 yards (6.89 yards per carry). Only Bobby Douglass (475 yards in 1972) and Michael Vick (441 yards in 2006) have had more yards rushing by a quarterback through six games.

While Griffin has the skills to set some rushing records, he also is taking aim at Ben Roethlisberger?s rookie passer records for passer rating (98.1) and completion percentage (66.4 percent). Griffin is completing 70.2 percent of his passes and has a 100.5 passer rating.

Griffin had a late game-winning drive against Tampa Bay that was very impressive.

Mike Shanahan is showing he could still coach quarterbacks when not stuck with someone else?s trash. The Redskins have really tailored an offense to take advantage of Griffin?s unique skill set, and he has been put in the best situation to succeed individually among the rookie quarterbacks.

Calling lots of screens and short passes allows Griffin to get the ball out quickly to playmakers and get in a rhythm. Check the difference in how each rookie quarterback is throwing passes behind the line of scrimmage and deep (21+ yards) and the amount of yards after catch (YAC) received.

Luck and Wilson have aired it out more, while Weeden and Griffin have often thrown short. Tannehill is in between the two.

The big concern with Griffin is his running style, size and injuries. He already suffered one concussion and could not finish the game. Washington?s backup plan also being a rookie (fourth-round pick Kirk Cousins) makes it even more important he avoids such big hits. He is more Michael Vick than he is Newton, though Griffin is more developed as a passer than both at this point.

Ryan Tannehill, Dolphins (3-3)
When watching Hard Knocks on HBO, it did not seem Tannehill would have any weapons to throw to, but Brian Hartline has exploded with games of 111 and 253 yards this season.

The latter came in Arizona when Tannehill passed for 431 yards, which is one short of Newton?s rookie record set last year (432 yards).

It was a rough start for Tannehill to have to go to Houston in Week 1, and his three straight interceptions in the second quarter gave Miami no shot that day. Never mind that the Dolphins followed it up with a fumble and fourth straight giveaway. That was a 30-10 rout.

However, in the last four games we have seen a much better quarterback and a very competitive Miami team. Reggie Bush is running the ball well and Cameron Wake leads one of the better defenses in the AFC.

Tannehill has rarely been spectacular like some of the other rookies, but he has been solid and has a legitimate claim that he should have won his last four starts. Miami just had to make a game-winning field goal in overtime against the Jets, but Dan Carpenter missed. They had a 4th and 10 to stop Arizona, but Kevin Kolb converted for the touchdown.

Without those plays, Tannehill would be 4-1 with two comebacks and game-winning drives. Joe Philbin may only be a rookie coach, but he has an offensive background and has Tannehill and the Dolphins playing much better than expected at 3-3.

Brandon Weeden, Browns (1-5)
The Browns were the last team to register a win this season, but at least they ended their losing streak, and Weeden had his first comeback/game-winning drive on his 29th birthday.

It was easy to say Weeden stepped into the worst situation just because it is Cleveland, but he has good pieces on the offensive line and the team used premium draft picks on running back Trent Richardson and wide receiver Josh Gordon. Greg Little never makes any catch easy on himself, and Mohamed Massaquoi has continued to disappoint.

After that horrendous Week 1 debut versus Philadelphia (12-of-35 for 118 yards, 0 TD, 4 INT, 5.1 passer rating), it was not clear Weeden really belonged in this league, but there has been improvement ever since. His unusual age means he must develop faster than some of these other guys, but he is also not the same investment when being just the No. 22 pick.

Not to write Weeden off yet, but he seems much more system dependent than the rest of the rookies, and Pat Shurmur?s coaching staff (Brad Childress as offensive coordinator) may not be the long-term answer. Improvising on the fly, throwing under pressure, touch-passing, in all of these areas Weeden appears to be lagging behind in the 2012 class.

Russell Wilson, Seahawks (4-2)
While Weeden?s stock may have fallen because of his age, Wilson?s discrimination was more due to his height (5-11).

But such an interesting prospect because of his strong arm and athletic ability, the Seahawks only had to invest the 75th pick in the third round of the draft to give him a shot.

After such an impressive preseason, Wilson beat out Matt Flynn for the starting job and has lived up to the billing in the real games. His early career may be known best for Hail Mary passes ? losing on two of them in college at Wisconsin and winning against Green Bay on the Golden Tate play ? but a few more games like Sunday versus New England and those moments will be forgotten.

Wilson became the fourth rookie to take out the Bill Belichick-coached Patriots as he completed 16-of-27 passes for 293 yards, 3 TD, 0 INT and a 133.7 passer rating. Russell outplayed Tom Brady in the fourth quarter, throwing a 46-yard game-winning touchdown to Sidney Rice with 1:18 remaining in a 13-point comeback win.

Russell has had a chance late in four games this season, and converted twice in big fashion versus flagship teams like the Patriots and Packers. He will get another crack in prime time this Thursday in San Francisco in a battle for first place in the NFC West.

Though limited in his attempts, Wilson does already have eight touchdown passes and may be the best deep-ball passer in the 2012 class. Wilson is 10-of-22 on passes thrown more than 21 yards this season, and has five touchdowns.

Should Seattle start to open up the offense and give him more chances, Wilson could be a dark horse as the lone rookie quarterback to lead his team into the postseason this year.

Not bad for the little guy out of the third round.

Amy just hit the nail on the head with that one!! ?Lamar and I are both guilty of this. ?For me, I need a lot of work with trying to tell Lamar how to do things, as if my way of doing them is the ?right? way, or the most ?efficient way.? ?He does not need step by step instructions on how to take care of the kids and perform tasks around the house. ?He is a grown man that is perfectly capable to doing those things all on his own.

Likewise, I keep telling Lamar I am a grown woman (in my mind I am saying a ?grown a? woman.) ?And some of his suggestions on how to do things are frustrating. Sometimes I say: ?How did I ever learn how to cross a street, drive a car, or navigate around the city in the 30 years prior to meeting you.?

Amy Morin cautions couples against offering too much advice to their partners as you could make your spouse feel like they are a child and you are the parent. Eventually all of this suggesting? nagging will lead to frustration and resentment in your relationship.

If you think this is happening in your relationship, Amy suggests the following

  • Realize that your way is not the only way to do things. Amy suggests that you stop trying to control how things are done and let your spouse do things his/her own way.
  • Stop trying to fix things for your spouse and let him/her deal with the consequences. ?Stop trying to remind your spouse of their schedule or trying to plan their day for them. If your spouse forgets to do something or is late, then let him/her deal with the consequences.
  • ?Change the way you deliver the message.? ?Instead of starting your sentences with phrases like: ?You should??, switch it up and say things like: ?What do you think about?..?

And the following things have worked well for me as I work on this very same issue in my relationship:

  • Realizing that it is exhausting trying to control things.?When I stopped trying to tell my husband how to do things and how to take care of the kids and when I stopped trying to do every thing my way ?(because of course it was the right way), I felt some relief. ?I let go of all of that stress and responsibility that I was actually putting on myself. ?I have a perfectly good and capable husband that can take care of things.
  • Having more respect for my husband. And having faith and trust in my husband. ?I married a wonderful, smart, man that is totally capable of leading his family. Treating him like a child is?disrespectful.
  • Communicating how his suggestions annoy me. ?Instead of letting resentment build, take some time to discuss with your spouse how you feel. ?It may not change things right away. ?But eventually, your spouse may start to think (am I really helping or nagging.)
  • Realizing that my spouse ?means well when he makes suggestions to me. ?Now don?t get me wrong?he still annoys me with some of the suggestions. ?But this helps me keep things in perspective and sometimes it helps me see that he is looking out for me.

In the end, I think communication is the key. ?You?definitely?don?t want to create a situation where you and your spouse can?t tell each other anything.

Readers weigh in on debate questions

With Tuesday's second presidential debate looming, both candidates spent Monday hidden from the media. President Obama geared up in Virginia while Mitt Romney stayed near his home in Massachusetts. NBC's Chuck Todd reports.

Tuesday night?s presidential debate will feature a town hall-style format, where the two candidates will answer questions from a selected group of voters on a wide range of issues.

Instead of the two candidates sitting together at a table, or standing behind lecterns, with a moderator directing the discussion, President Barack Obama and Republican nominee Mitt Romney will talk directly to individual voters and attempt to answer their questions and concerns. ?

Participants in this format will be selected by the Gallup polling organization, their questions will be submitted to the moderator, CNN?s Candy Crowley, but asked by the individual voters themselves.

Over the weekend, we asked readers of NBCNews.com to submit the questions they would ask if given the opportunity to participate in the debate and we received over 4,800 responses. ?

The questions covered a wide array of topics and concerns. Many were addressed to a single candidate -- pointed questions asking the president for specifics about the recent events in Libya, or queries directed toward Romney and comments he made about "47 percent" of Americans at a private fundraiser.

Other questions were put to both candidates -- on jobs, the economy, foreign policy, and health care. ?

MSNBC analyst Steve Schmidt and Current TV's Jennifer Granholm weigh in on the expectations for the second presidential debate. Among the topics: Which candidate has the advantage going into the town hall format and how it may change the state of the race.

But outside of those, readers had questions on all kinds of issues: The debt and deficit, the environment, immigration, gun ownership, reproductive rights, the war on drugs, the tone of the political debate in Washington, religion and, yes, even one posing the now-revoked Pizza Hut challenge to ask the candidates to choose between sausage or?pepperoni.

How will this week's town hall debate format benefit and work against both Mitt Romney and President Obama? What to make of the recent round of polls? NBC News' Chuck Todd joins Morning Joe to discuss.

We can?t reprint all the questions in full, but we culled through the submissions to identify the major themes our readers are most interested in.

Here we've highlighted some of the more prominent areas of questioning we received, along with some actual queries, and the general positions of the candidates.

(The names and locations of our NBCNews.com participants are not included because not all the e-mail submissions included them.)

Help for middle-and lower-income Americans and the unemployed
?All I have heard about are the upper class and middle class. What about those of us who make under $100,000 per year? What are their plans for us? All I've heard is by making the rich richer the rest of us will make more, or have more jobs. That doesn't work for me.?

?Why do we hear all about the middle class but nothing about the poor people??

?I?m seeing some hiring in our area, but mostly part time with no benefits. Businesses would rather hire two or more part-time employees than one full-time employee which would require them to provide benefits. The lack of work hours prevents these people from affording any sort of stability or standard of living. What would you do stimulate full-time hiring rather than the part-time hiring we have now??

?How do they plan to deal with the rampant age discrimination that is going on for workers in their 40s and 50s who were displaced by the economic downturn of the past four years??

Where the candidates stand: Last summer Obama proposed a new stimulus program which would use federal funds to prevent up to 280,000 public school teacher layoffs, pay for modernizing 35,000 public schools, and give tax credits to firms which hired long-term unemployed people.

Romney has said his program of tax simplification, increased trade with Latin America, increased energy production, and more efficient job training would create millions of jobs.

Romney has proposed to lower income tax rates, but also to curb or eliminate tax preferences and deductions so that his entire income tax overhaul would be revenue neutral.

Jen Psaki, the traveling press secretary for the Obama campaign, explains how the president is preparing for Tuesday's debate and whether he will handle it differently from the previous one.

He expects that there would be both income growth and federal revenue growth resulting from a more efficient tax system. He said in the first debate with Obama, "I will not reduce the share (of taxes) paid by high-income individuals."

Right now, people in the top 20 percent of the income distribution pay nearly 70 percent of all federal taxes and people in the top 1 percent of the income distribution pay 24 percent of all federal taxes, according to the Tax Policy Center.

Romney also said, "I will not under any circumstances raise taxes on middle-income families. I will lower taxes on middle-income families."

Obama has proposed to raise taxes on people earning more than $200,000 (single filers) and $250,000 (married couples filing jointly). And he has already raised taxes on them in the Affordable Care Act by imposing higher Medicare taxes.

Also, employees with high-value employer-provided health insurance ("Cadillac plans") will find that their plans will be hit with a new tax in 2018 on the value of the coverage exceeding $10,200 for individuals and $27,500 for family coverage, plus a cost growth factor.

Lingering effects of the 2008 financial crisis and financial sector bailout
?My question would be: What caused the financial meltdown in 2008? Unless we know what happened, then how could we possibly prevent it from happening again? This is something that the American people deserve to know.?

?I would ask Mitt Romney, if you had been president in 2009 when the economy was collapsing, what would you have done to prevent another Great Depression, besides letting GM go bankrupt??

?How was the repaid TARP (Troubled Asset Relief Program) money used and how should it have been used? Did it pay down debt or go into a slush fund??

Where the candidates stand: As a member of the Senate, Obama voted for the TARP bailout.

Romney supported the 2008 financial sector bailout, saying it ?was the right action to be taken,? citing the need ?to keep banks from collapsing in a cascade of failures.?

In the final push in the 2012 presidential election, candidates Mitt Romney and Barack Obama make their last appeals to voters.

Romney has supported parts the Dodd-Frank law which Congress enacted and Obama signed into law in response to the financial crisis, but Romney also said in the first debate that the Dodd-Frank law ?has some unintended consequences that are harmful to the economy. One is it designates a number of banks as too big to fail, and they're effectively guaranteed by the federal government. This is the biggest kiss that's been given to New York banks I've ever seen.?

Inflation and the cost of living
?To both candidates, what is the average price for a gallon of milk today??

?With the economy in a recession and the working class spending more for gasoline, groceries, and all other products, what will you do in the first 30 days to help lower prices in order for the prices of other goods to come down and would you put that statement in writing tonight and have it as public record for the American public??

Where the candidates stand:?In the first debate, Romney did raise the issue of inflation contending that the prices of gasoline food, electricity, and medical care have all increased during Obama?s presidency.

Obama has not made inflation an issue, focusing instead on improving public education, developing American energy, closing tax loopholes for companies that are locate production overseas, and ?closing our deficit in a responsible, balanced way that allows us to invest in our future.?

Saving and reforming entitlement programs
?If Social Security is in trouble and needs to be saved, why don't they just remove the cap (on taxable earnings) and everyone pays into it no matter how much money they make. This is a tax on the middle class with a cap of $106,000.?

?I am now sixty-four years old and have worked since I was fifteen years old. Both my employers and I have made payments into Social Security and Medicare for all these years. I retired two years ago and an now receiving a reduced benefit because of my early retirement. How can any candidate or party make plans to do away with Social Security and Medicare, when they are not the ones paying for it? If there is going to be a shortage, increase the employee and employer contribution amounts.?

Where the candidates stand: Obama said in the first debate that ?Social Security is structurally sound,? but ?it's going to have to be tweaked the way it was by Ronald Reagan and Speaker -- Democratic Speaker Tip O'Neill? in 1983. That 1983 bill included a tax increase and a reduction in future retirement benefits.

In a speech in February, Romney rejected the idea of Social Security tax increases but said ?we will slowly raise the (Social Security) retirement age. We will slow the growth in benefits for higher-income retirees.?

In his fiscal year 2013 budge proposal, Obama calls for requiring higher-income retirees to pay higher premiums for Medicare doctor's visits and prescription drug coverage. He also calls for higher deductibles for Medicare outpatient care and doctor's office visits, starting in 2017, and for requiring new co-payments for Medicare home health care services starting in 2017.

He also proposed to give the Independent Payment Advisory Board, a group of independent experts, the power to limit the growth of Medicare spending to the rate of national income growth plus 0.5 percent.

From tramping through cornfields to munching ice cream cones to holding babies ? the time-honored traditions of the campaign trail leave President Barack Obama and GOP challenger Mitt Romney looking surprisingly alike.

On Medicare, Romney proposes no change for current recipients, but starting in 2023, would people on Medicare to choose among private insurance plans and receive a federal subsidy -- scaled to income to help pay for coverage.

He has also said, "We will gradually increase the Medicare eligibility age by one month each year. In the long run, the eligibility ages for both programs (Medicare and Social Security) will be indexed to longevity so that they increase only as fast as life expectancy."

Energy
?Why nobody is talking about the high gas prices??

?Why?isn't?all the petroleum product from our domestic drilling and refining kept for domestic consumption? Perhaps a new publicly owned refinery in the northern Plains states could handle the dirty oil from Canada and give us a source of refined product for all our governmental needs.?Isn't?this a shovel-ready project that would create good long-lasting jobs and put us further down the road of energy independence??

Where the candidates stand: Romney has made increasing domestic energy production one of his central campaign themes, while Obama has claimed credit for increased domestic production of oil and gas during the past four years.

But the Environmental Protection Agency this year imposed new clean air rules that limit emissions from coal-fired electric power plants.

Obama said in the first debate that he and Romney ?both agree that we've got to boost American energy production, and oil and natural gas production are higher than they've been in years. But I also believe that we've got to look at the energy sources of the future, like wind and solar and?bio fuels, and make those investments? through federal subsidies for alternative energy firms.

Romney said he?d double the number of permits for domestic oil and gas development. He also said to Obama, ?I like coal. I'm going to make sure we can continue to burn clean coal. People in the coal industry feel like it?s getting crushed by your policies.?

A Romney spokesman said in August that he would allow the wind credit to expire, ?end the stimulus boondoggles, and create a level playing field on which all sources of energy can compete on their merits.?

And finally ? expressing the perhaps quixotic desire of many readers for more compromise and bipartisan problem-solving in the nation?s capital, these questions:

?If you are unsuccessful in winning the election, would you consider taking a position in your opponent's administration with an eye towards helping to foster bipartisanship? If so, what ideas of your opponent would you be most enthusiastic about supporting??

Dempsey's 2 goals help send US past Guatemala 3-1

KANSAS CITY, Kan. (AP) ? Clint Dempsey is precisely the kind of scrappy player that Jurgen Klinsmann covets on his teams, an attacker who is willing to throw his body around for the greater good.

On Tuesday night, the rest of the United States team played just like him.

Dempsey had a pair of goals and assisted on Carlos Bocanegra's equalizer, and the U.S. finally showed some of the gritty, proactive style Klinsmann has been preaching to rally past Guatemala 3-1 and reach next year's final round of World Cup qualifying.

"They understood the moment," said Klinsmann, who has eschewed the defensive style embraced by former U.S. coach Bob Bradley for one predicated on always moving forward.

"We expected a very difficult qualifying campaign, and that's what this is," Klinsmann said. "We made clear we're the number one team in this group and the next round will be harder."

Facing their first elimination game in qualifying since 2000 and only second in 23 years, the Americans needed merely a draw to advance to the six-team finals in North and Central America and the Caribbean. The final round also will include Mexico, Costa Rica, Honduras, Panama and Jamaica.

After Carlos Ruiz put Guatemala ahead in the fifth minute, Dempsey set up Bocanegra's goal in the 10th minute, then scored in the 18th and 36th to help the U.S. (4-1-1) ? seeking its seventh straight World Cup appearance ? top its semifinal group with 13 points.

"We're excited to get to the next round," said Dempsey, whose 30 international goals are tied with Brian McBride for third-most in American history. "But we know we need to step up our game."

Guatemala, which has never appeared in a World Cup, needed only a tie to advance, but was eliminated when Dane Richards scored two goals late in the second half in Jamaica's 4-1 win over Antigua and Barbuda. Guatemala and Jamaica were both 3-2-1 for 10 points apiece, but the Reggae Boyz overtook Guatemala on goal difference, plus-3 to plus-1.

Guatemala coach Ever Hugo Almeida declined to attend a postgame news conference.

"This was my last game," the 33-year-old Ruiz said. "I want to thank all the team, my family, my fans in Guatemala for all their support. It hurts not to go to a World Cup as a player but I will try to be with my national team in any other ways."

The U.S. dictated the pace from the opening minute, appearing far more aggressive than it did while struggling to a 2-1 victory over Antigua on a muddy cricket pitch last Friday.

Still, Los Chapines caused tension when they scored in the opening minutes.

Jose Contreras took possession in the midfield and sent a looping pass ahead to Ruiz, who managed to beat Bocanegra to the ball as Geoff Cameron was caught upfield. Ruiz rounded goalkeeper Tim Howard and side-footed the ball into the goal.

As if a harbinger, Ruiz appeared to hurt himself seconds after scoring.

He reached out to steady himself on the electronic signage near the field, and may have sliced his hand. He grimaced and immediately began shaking it while a trainer rushed out to tend to him.

The tying goal came just a few minutes later.

Sporting KC midfielder Graham Zusi, playing in his home stadium, sent a corner kick arcing into the penalty area, and Dempsey got just enough of it at the near post to redirect to Bocanegra, who was left alone by Manuel Leon near the far post and easily found the back of the net.

It was Bocanegra's 14th goal with the national team, moving him past Marcelo Balboa for the most among American defenders. It also generated a roar from a sellout crowd of 16,947 that would have been much larger if officials could have sold standing-room tickets.

"We were never going to give up today," Bocanegra said. "We knew were going to get goals quickly and we got three of them."

The second came after Ruiz sent a header over the crossbar, and the American came on the counterattack. The ball was pushed ahead to Eddie Johnson on the wing, and he found Dempsey cutting to the net ahead of defender Jonathan Lopez, his goal giving the U.S. a 2-1 lead.

Johnson picked up an assist to go with the two goals he scored against Antigua in his first international appearance in two years.

Guatemala had a couple of other good scoring chances later in the half, including a shot by Contreras from a sharp angle that Howard knocked away, and a breakaway on which Ruiz was called for a foul on defender Steve Cherundolo near the top of the penalty area.

Cherundolo tried to shake hands with Ruiz, who was having none of it.

"We were just discussing what we were going to do after the game," Cherundolo said, smiling.

The U.S. pressure paid off again in the 36th minute, when Michael Bradley popped a pass over the sprawled-out Jerez and Dempsey tapped the ball across. Dempsey nearly had a hat trick when he just missed on a header early in the second half.

"It felt good after we got off to a slow start," Dempsey said. "It helps your confidence to get a couple of goals."

Failing to qualify for the World Cup would have been devastating for the U.S., still trying to regain the confidence it had when reaching the 2002 quarterfinals. The final round starts March 22.

"I think it's always better when you have very meaningful games and you have to prove yourself," Klinsmann said. "When there's something at stake, like a World Cup qualifier, they know they have to be spot on."

NOTES: Klinsmann said he's not sure how he'll juggle his roster between qualifying and next summer's CONCACAF Gold Cup, the regional championship. ... Dempsey received a yellow card for diving in second-half stoppage time. ... The Americans likely will play an exhibition at Russia on Nov. 14 in their final game this year. ... Bocanegra joined Cameron at center back, Michael Parkhurst took over on the left and Clarence Goodson was benched in the only American lineup changes from Friday. .. Defender Joe Corona made his first competitive appearance for the U.S.as a 90th-minute substitute, tying him to the American national team. He also had been eligible to play for Mexico. ... The Reggae Boyz needed to make up a three-goal difference on Guatemala in a victory to advance, and Richards' goals in the 78th and 88th minutes at Kingston allowed them to move forward.

If you injure yourself at work there are some basic principles to consider before deciding to raise a claim for personal injury from your employer. For starters, your employer has certain obligations to you; ensuring all equipment used in the course of your working day is in good condition and safe ensuring the environment you work in is as safe as possible and any risk of danger are constantly assessed and steps taken to avoid harm. Employers are essentially charged with ensuring your safety to the best of their ability when you are working for them.

For a successful claim of personal injury there should be, at the very minimum the following:

1)????? You were injured, whilst undertaking your duties for your employer

2)????? This injury has caused you to suffer loss

Some Points to note

Claims for compensation are more prevalent than you may imagine but they are not meant to be a money making exercise. Instead they serve to put you back in the position you would have been had the accident not happened. For example give you pay for time off or to cover any extra medical bills.

If you are injured at work and do require time off you will generally only have the right to statutory sick pay, unless there are specific mechanisms in place that allow for longer and fully supported time off work. See here and here for more details

The time limit for raising a claim for compensation is on the whole three years from the time of accident. However, work related illnesses are generally three years from diagnosis.

The most typical claims for injury in the workplace are: Being struck by an object, Accidents from trying to lift objects, falling from a height and trips, slips and falls. Other types of claim can be from work-related illnesses such as asbestos related illness.

What to do first

The first thing to do is take a note of all of the details surrounding your injury. Take as many as possible because it can sometimes be a while before claims a settled and the better your recollection the better chance you will have of succeeding. Included in these notes should also be any and all witnesses, their accounts too if possible and notes of any log in your employer?s accident book.

Your employer must record all injuries at work, regardless of how serious they are, the only caveat being that some very small companies may not have to keep this form of log. However, on the whole this should be adhered to strictly by the employer, for the benefit of the employees as well as the employer. It provides both parties with details on what happened in case you need tie off work or need to claim for compensation later on.

You have decided to make a claim ? What Next?

The first thing to do is to get legal representation. If you are a member of a Trade Union it may be possible to use their legal services instead. There are a large number of legal firms who specialise in dealing with personal injury claims. Simply typing ?personal injury? into Google brings up pages of firms wanting your business. These range from the national companies who only deal with these types of claims, such as National Accident Helpline, Claims Direct, Injury Lawyers 4U and so on.

There are also a lot of other law firms with excellent reputations in this field. For Scotland some good firms are: Brodies, Irwin Mitchell, Digby Brown, Lawford Kidd, Dallas McMillan and Thompsons (Scotland). Most of these firms offer services such as no win no fee which can be of tremendous help if you do not qualify for Legal Aid. In England and Wales there are: Thompsons, Fentons, Irwin Mitchell, and Duncan Gibbins Solicitors.

As soon as you have appointed legal counsel, they will give you a clear indication of how likely to succeed your claim will be and what type of compensation to expect. They will also take all of the workload off of your hands and will begin to process of making your claim and start negotiations to get you the best possible settlement.

It is worth noting that where possible it is preferable to avoid litigation and sort these things with your employer however, there wouldn?t be so many firms clambering for business if things were that straightforward. Do keep in mind if you are working with the same company that you should not embellish any actions and act honestly and professionally throughout.

London--Rio Tinto?s Argyle pink diamonds were showcased in an exhibition at Kensington Palace here on Oct. 9 titled ?Out of the Vault: Pink Diamonds and Royalty,? which featured more than $60 million in pink diamond jewelry.

The inspiration for the exhibition came from the recent Diamond Jubilee of Queen Elizabeth II, Rio Tinto said. The Queen had the Williamson Pink solitaire diamond set in the center of a flower spray brooch by Cartier the year of her coronation.

HBT: Baker gets extension despite NLDS collapse

Dusty Baker and the Reds have agreed to a two-year contract, the team announced this afternoon.

Baker?s deal expired once the Reds were knocked out of the playoffs by the Giants last week. He?s been Cincinnati?s manager since 2008, during which time the Reds are 419-391 (.517) and have made the playoff twice, losing in the NLDS both times.

This season Baker led the Reds to a 97-65 record that was second-best in the NL behind the Nationals and the best in team history since the back-to-back World Series winners in 1975 and 1976 won 108 and 102 games.

Baker missed some time down the stretch after suffering a mini-stroke, but the 63-year-old made it clear that he planned to continue managing.

Madagascar 3: Europe?s Most Wanted (Blu-ray) Criticize This! Pick of the Week ? As a parent of a 5-year-old son I?ve watched a lot of animated films over the last few years. Some, such as Animals United or Open Season, get one or two viewings before being forgotten for good. A select few, however, get watched over and over again. Some of these include Cars, Rango, and the Madagascar films. And while I know the kid loves them, I personally find Madagascar and Madagascar: Escape 2 Africa both very entertaining films that are just as much for adults as they are for kids. Madagascar 3: Europe?s Most Wanted continues this trend and is the best of the bunch when it comes to the fun factor. Even after seeing it once in the theatre and a few times at home already, the film continues to please not only my son, but the whole family. Featuring the voices of Ben Stiller, Chris Rock, Jada Pinkett Smith, David Schwimmer, and Martin Short. The Blu-ray features an outstanding 1080p image that truly highlights the gorgeous animation. The 7.1 Dolby TrueHD surround mix is also spectacular and will give your home theatre a nice workout. Special features include deleted scenes, audio commentary with directors Eric Darnell, Tom McGrath, and Conrad Vernon, a roundtable interview with some of the actors, a trivia track, and more. A regular DVD and digital copy are also included. Film **** Blu-ray **** (out of 5 stars).

Moonrise Kingdom (Blu-ray) ? I was highly anticipating Wes Anderson?s Moonrise Kingdom and expected to fully love it. And while there is much to like about it, compared to Rushmore or The Royal Tenenbaums, two of my favourite Anderson films, it doesn?t come close to being as good or memorable. The film follows two young lovers as they run away together causing everyone in the small New England town they live to panic. It?s a quirky story that gets old fast, but thanks to some great performances from newcomers Kara Hayward and Jared Gilman, as well as Bill Murray, Edward Norton, Bruce Willis, and Frances McDormand, the film is very watchable and if you?re an Anderson fan you?ll most likely get something out of it. Whether I?d ever watch it again is something I can?t imagine happening though. The Blu-ray looks and sounds great, but is not required viewing. Special features include a set tour with Bill Murray, making-of featurettes, and more. A regular DVD is also included. Film *** Blu-ray *** (out of 5 stars).

The Santa Clause Trilogy (Blu-ray) ? I don?t remember hearing anyone ever say ?When will The Santa Clause trilogy be out on Blu-ray?? I guess there was some demand for it as Disney has put together a nice little box set of the three ridiculous films. Don?t get me wrong, I actually enjoy the first two films. Yeah, they?re juvenile and Tim Allen gets a bit annoying at times, but they succeed at putting me in the Christmas spirit and are decent, family-oriented flicks. The third is something else altogether as it adds Jack Frost (Martin Short) and just becomes extremely stupid and irritating (and might be the reason they ended the series after it). So, yeah, the box set is nice and the films all look and sound great on Blu-ray. Not something you need to run out and buy, but if you don?t own them and want them on your shelf, you might as well pick this set up in time for Christmas. Each film is loaded with multiple special features to keep you busy all winter long. Box set *** (out of 5 stars).

Chernobyl Diaries (Blu-ray) ? My tolerance for shaky-cam horror movies is pretty high and I?ll give most a fair chance. Chernobyl Diaries was just a downright waste of time and space and all copies should be dumped in nuclear waste and wiped from the face of the Earth for good. Avoid this film at all cost and you?ll be better off for it. Releasing this junk on Blu-ray is even more useless than making the film in the first place. Special features include an alternate ending, additional scene, and more. A regular DVD and digital copy are included as well. Film * Blu-ray * (out of 5 stars).
